Yes, it is very important to have each individual page of your site optimized for the specific phrases that relate to the content. Also, it's important to note that when we talk about keywords, we are talking about the intire content of the page, not just the keyword meta tag.

The trick is to match the keyword to the content of the page. If your keywords dos not apper in your text, your ranking will suffer. Your pages will only be able to support a small number of keywords if you want to have any kind of ranking for your keywords. Select your pages carefully when you place your keywords

I think that this is a good idea.......re-inforce the weight of the index page, and the site, by making the focus of the site the one keyword.
The alternative is spreading the keywords thinner by using more of them.
Although you can get good results both ways, I think that what you are suggesting is good for a super-competitive keyword.......especially if it is a small site.
