asp programmer blaming the server, server blames the asp

Hi. i am trying to find some help. i don't have much asp experience. i used an outside asp programmer and have the following problem. The index page of the site is two frames - navigation and content. the content frame is an asp page. on loading the url, the asp does not load.
any ideas?

Does the asp not get called at all? Do you get a 404 error, or does the asp just not produce the expected output?

what does load? do you get a odbc, ado error or anything
