Can Google track click through popularity, does google know how long users spend on my site before returning to SERPS? does a short visit mean i have a poor website though maybe my information is displayed efficiently?

anyway, does google track this and could it effect my SERP's placement?

Google can and does occasionally track clickthroughs but it is not the norm for the standard SERPs. Adwords, etc, are tracked, however.

As to the other question, well, I don't think there is any way this could be done in a fair way even if Google did routinely track clickthroughs on SERPs. There are just far too many variables - reading speed, connection speed, attention span, relevancy of the web site, etc, etc
