removing link to penalized site, restores pr?

link to penalized site is that bad?

case:

my site was pr 5 now is gray in google's toolbar...
(still don't know why) if that means Am I penalized,
I have other site linking to that site today pr 0 ,
it's pr6 it's now pr3....

I wonder if thta's because it's linking to pr 0?
In that case, removing link to pr 0 site will restore the pr loss?

A single Link to a PR 0 site shouldn't cause any problems. Linking out to a lot of PR 0 sites can. You are likely suffering from the recent Google problems with updating the backlinks and Toolbar. There has been a lot of discussion on this.

If your site is still in the index and rankings haven't sufferred I wouldn't worry too much.

Grey bar has never meant "penalty", just "not in the index", which in your case is even more strange. Did you change the page name or did a redirect?

I've changed page title no page document name...
Yesterday google's bar was in pr3, now again grey... I'm listed in dmoz but still don't appear in public directory.. that means you can find site performing a search from dmoz.org and result points to World>blabla... but if you go there, site is not listed; instead if you click link in result, the url points to my site good.

I don't know what happens really...
