there was an offer of a free domain here and I created 2 domain name directing to an exisiting site (www.foo.com/foo/) and now i found out that what it does is to create a frame, set to 0, with <title> tag in it and the actual site (www.foo.com/foo/) on the other frame (with better <title>).

question: is this bad or will my site get penalize for this? (www.foo.com/foo/) has good serp ranking, would it affect this? any things that i need to check out or should leave it as is and do not avail the free domain?

In my opinion: no

If the free domain has incoming links, I would expect a small benefit for your main site (www.foo.com/foo/). However, I wouldn't link to the new free domain. I would link all incoming links to the main site.
