The Extent of Duplicate content filter

Similar, but not exact pages.

If you have around 20 pages, all 20 are only listing pictures, with some text.. but they're all in basically the same format.

If all the pages are optimized with their keywords placed in certain spots, and those keywords will change for each page (but in the same spot) is that something google will de-value?

In other words, since it's alot of car pictures & not much talk.. I just have the title "Ford Cars"(h1) followed by something like "Pictures & Info on Ford Cars". And the only changes in the text needed is basically to replace all occurences of "Ford" with "Chevy".

It's very hard to know what google sees as duplicate content, i would advise to adding short ALT descriptions too, and if the content is a bit different, and the pictures is in different sizes/pixels i would think you will be fine.
