I have several pages with different content but the same title and I was wondering:

Which is a better title?

Keyword Phrase In City State

or

Keyword Phrase - City State

Suggestions?

If your pages have different content then they should have different titles as well.

As for your question, I would put it this way:

City Keyword Phrase - City, State

If you think a searcher is more likely to use :

Keyword Phrase In City State

instead of:

Keyword Phrase - City State

Use the former, you get no benefit for "-", and may get nice bumps on exact phrases.

BTW, either method won't hurt you on this search:

"Keyword Phrase City State"

Actually a lot of searchers for one of the sites I run use
"city widget" and "widget in city" equally often.
