OK. Here's the deal. My academic website was displaying a pre-print paper whic had to be removed when the journal finally got published. However, my site is set up to redirect bad URLS to a 404 Error page. When I go to the Google "urgent removal" page, it still thinks that the page exists because my webserver thows up the 404 Error page.
This is actually a relatively urgent matter, because anyone can go out on the web right now and view a cached version of this academic paper that has been embargoed by a respected journal.
