That being said....do pay-per-click search and paid inclusion programs help your page rank as the sources all have very high PRs?

I see these as the main reasons:
1) The links themselves are so clogged with tracking code that spiders can't digest them.
2) Some PPC engines block their content from being spidered.
I never found one instance where any search engine gave backlink credit for a PPC link. That's not to say such a thing doesn't exist, but I never found one. In AllTheWeb I found numerous cases where they had picked up a certain keyword in the PPC link *text* but did not recognize the link itself as a link to the page being promoted.
