What is it about Google's Current Index?

i wanted to know the current index which google is showing are the backlinks being counted to rank the Sites.
Or are the links being discounted at present and the sites are ranked just on the basis of ON PAGE FACTORS and CONTENT
and if yes ... when will be the backlinks counted?

well i think nobody is sure of exactly what is happening with the current index of google or even will happen in the near future ... i just wannna know when will everything fall right in place so that we all could have a breather :)
