We know that it's appropriate to get theme-based links (if you have a site you should get links to your site from other widget-related sites, including widget directories, etc.).
I have a site on one particular subject (in English) and I've gotten just about all the theme-based links I can get on this subject. I don't want to get links from sites that are not on this subject or even semi-related to this subject. So, is it appropriate to start to get links from theme-based sites that are in another language (like Spanish)? For example, if there's a widget site but that widget site is in Spanish and the word for widget is Spanish is wahzoo? I would think it would be appropriate because it's on the same topic; but if it's actually not the same keywords then would this be an appropriate link as Google sees it?
Is Google multi-lingual in that it can determine that a link from a Widget site in English is just as good as a Wahzoo site (which is the Spanish term for Widget)?

I don't think it's a crazy question. In fact, I think it is a very good question. I have been wondering about that too, because my site is in two different languages, so I have inbound links that could appear irrelevant if the anchor text is not translated.
Unfortunately, I don't know the answer to this question. I hope that someone else here does.
I doubt there is much going on at Google for multi-lingual theme translation stuff at the moment.
One easier but limited possibility for Google would be to establish theme relatedness within the different DMOZ categories per language.
