How does google assign regionality?

Going back to a previous problem. How does google assign regionality?

Is it physical location of the servers or the balance of regionality of inbound links?

My client has an international business but can only be found in Google.com where as most of it's business is done in UK, NZ, AU and CA. But it can not be found in those regional databases.

Any clues?

What exactly do you mean when you say:

The site does not come up in the regular default: Search the web, or in the UK search?

Coming up on regional searches is dependent on either the domain - a .co.uk will show up on UK searches and the default regardless - or hosting location - a .com if hosted in Australia will show on .au as well as the default .com listings.
