Im considering changing links with some sites that rank well in alltheweb, etc but have a grey bar google rank and dont seem to appear in google.

IS it safe to do this, or will google penalise me if the sites i link to have been penalised?

Grey bar google rank should not be a problem. It may be that google penalise you if you link to some sites with white bar google rank.

Pretty sure white bar = pr0 gray bar = banned or never submitted. I would not link to gray bar unless you are sure it has never been in google.

Netnerd, a gray bar is a possible penalty. While linking to a banned site isn't fatal, particularly if you have plenty of other links, I wouldn't risk it. Wait a month or two and see if the site gets properly indexed by Google. If not, it probably IS a penalty and you should avoid linking.
