Google's Expired Domain filter, or something else?

PR6 to PR0, but why...?

I host/maintain a website for a missionary team (listed in my profile). I have a listing in a regional cat and a topical cat in the ODP, and the matching Google Directory cats. There are a few other miscellaneous links, but the above four should provide some PR. The site used to have a PR6 for the base domain, with lower PRs on internal pages. Now they all have PR0. No backlinks show up, though the "Category" button on the Google Toolbar takes you to one of the cats it's in.

This first happened when Google introduced the Expired Domain filter, and since this domain was recently purchased as soon as the former owner let it lapse, I thought this might be the explanation. There were no existing links... all links have been added by me since I got the domain. I followed GoogleGuy's advice, and submitted a report, but the penalty is still in place after this latest update.

The site is 100% non-profit. There's no commercial benefit, either for the missionaries or me (I host it for free), so I can't understand why it would be penalized. I've done zero SEO, so if this isn't due to the Expired Domain filter, I can't figure what the problem might be.

If anyone has any suggestions, I'd love to hear 'em.
