there are two sites called A & B which have same keyword "aaa".

A's keyword number in homepage is more than B's, and there also are keyword in the meta tag in A,and not in B. what's more ther are more sites link to A, but B's ranking position is better than A's, why?

where did you get the informatio that one of the sites has more links than the other? These could be incorrect :)

in this point, I am sure it is correct, A's link is more than B's.

Is the site structure/internal linking scheme the same on both of the sites?

Just counting links is just like counting crows. ;)

Look deeper into the value of those links.

I agree about the value of the links. 10 PR8 links are probably worth 100 PR5's. Have noticed a lot of good ranking from older sites, sites with keywords as filenames and exact keyword to page title matches.

Good point on quality/PR of links. Anchor text is likely also an issue here.

Is the site structure/internal linking scheme the same on both of the sites?

After inspecting backward links, I'd look very closely at the structure of the html. Is site A laden with html code (tables, graphics, etc.) right after the <body> tag? Does site B utilize css?

I'd have all sorts of questions in regards to the structure and internal linking. I have many sites that outrank higher PR sites that have more backwards links. Remember, PR is just one factor in the algo. It is a rather large one, but, there are other factors that could trump PR. That is easily confirmed by reading various posts here at WebmasterWorld.

There are more than 20 keywords in A homepage, and there are less than 4 in B.

Where are those keywords located? 4 keywords in the proper places (high visibility) could also trump 20 keywords in improper places (low visibility).

P.S. Is this a test? ;)

thanks for all your suggestion!

site A utilize css, and site B doesn't utilize css.

keywords appear on the title tag, keyword tag and description tag for A.

keywords also appear on the first sentence of the body, and appear frequently with text word, image name, link name and image alt in the body for A.

A and B all use table.

Keywords of site B just appear in a paragraph including 3 sentences.

Flatware, have you checked how they rank in a allinanchor:keyword search?

In my idea, A should be better ranked than B, but in fact B is better,

and now A got a PR3, B is no PR at all.
