Do you guys report competitors for deliberate spamming of the engines? ie.. cloaking or hidden text? If so what sort of response do you get...do they get immediate ban forthwith or what happens? How long before they would slip off the index?

Don't do it, man, G is an algo, not a cop!
You don't seem to mention if they deserve to be highly ranked or not....?
If you're getting out-spammed, improve your content -you'll win in the end ... IMO outing them to G will get you nowhere.
