I analyzed one of my competitor website which is top ranked in google search listings for more than 10 keywords.
I just looked up the following factors…
Title: Not so good
Meta Description: NIL
Meta Keyword: NIL
Image Alt text: NIL
Body Content: 30 words
Text Links: NIL
Exact Keyword Match: Nil
Alexa Rank: 1919188
Overture Keyword Search: Average of 800 / month
Total back links: 70
Google indexed backlinks: 7
In total Backlinks: (PR4 -4, PR3-4, PR2-1, PR1-3, and PR0-58)
Total Indexed pages in google = 1;
I think there is no chance for cloaking, because the cache page content is same as manual view.
How this website get top ranked in google search for the following keywords.

Please let me know is there any other factors to get top rank?

You may also want to look into the anchor text and surrounding text of the backlinks as well as the type of site/relevancy/neighborhood of the linking sites...
