Is it cloaking? Is it penalized by SEs?

I would to prepare some pages each one optimized for a specific SE and with a redirecting command that brings to the true pages with the real content.
Does this considered cloaking?
Is there the risk of a penalty?

yeah, that is cloaking and if you get caught, you could get banned. there are a lot of people who do it and don't get caught at all. You really have to know what you're doing. There are reasons and techniques to using it though.

Actually, it is not cloaking at all. Cloaking is when you show different content to different users. Your technique shows the same content to all users, and additionally redirects some users.

Search engines have the ability to parse Javascript code and meta tags to see if redirects are present and can penalize pages that contain them. I've seen such redirects penalized.

I don't believe the method is effective.

i actually do cloak and don't get penalized, because when i do, i only cloak for less competitive keywords. but there different methods as i said, some more detecable than others and some that are harder to detect. take a look around as said above and you'll find plenty.
