Can Cloaking hurt affiliate programs?

I asked last week about if cloaking (redirecting to another domain) can penalize the domain in question if caught? The answer was no - which makes sense as anyone could do this to damage competitors . . .

So what if I have affiliate links on the page I am redirecting to (or even choose to set the redirect to the merchant page with my affiliate id in it)?

How do the affiliate programs react if they see it?

How does the program managers (CJ, Linkshare, etc) react if it is reported to them also?
