Cloaking or Doorway? Ethical?

So is the following cloaking or a doorway page?

This is a technique done by a "reputable" SEO company. Pretty Lame I think and unethical, but what would it be categorized as?
They used this to get ranked #2 for some low-end keyword. I just read an article about how one of their customers got banned from Google and they just called us and when we told them we don't believe in these techniques, the guy hung up on us. :)

But, what is this topic has to do with cloaking?

Right Macguru, the above example isn't cloaking, it's what is known as an "onmouseover" page. Basically, when the mouse moves over the body of the page, the viewer is redirected to the specified URL.

Not cloaking by a longshot. It is dangerous, though, as Google has begun dropping pages that do this.
