Is WebmasterWorld.com using cloaking?

I don't see NOARCHIVE

If I do a "View Source" on Webmasterworld's home page, I don't see the NoArchive option, yet the home page of webmasterworld.com is NOT chached in Google. Does that mean that this page is cloacked and Meta Tag of Noarchive is only passed to crawlers?

Or is there any other way to set no caching option for robots?
