I found an old post on the subject of cloaking pages based on locale and other user-agent information:

I have started using cloaking for currency on one site, based on locale and IP geolocalization.

Will Google penalize this?

I highly doubt you would ever receive a penalty for this, or ever be caught for doing it.

put <!---> comment on those pages so if (that is a big IF) editor visits your page he knows exactly what you were trying to do.
