If I had developed a piece of cloaking software that detected the speed of a connection i.e. if a user was on a highspeed access network or dialup connection, and if this software did not put any extra presure i.e. stretching resources on search engine servers and had the sole purpose of switching fast access connections to multimedia sites and slow connections to html pages.

Would this a) be a bad thing, b) be considered unethical cloaking and c) get a site banned from search engines bearing in mind it would not add extra stress to the processors on search engine servers.

Any 'google guy' characters and senior dudes please respond.

To the SEs, cloaking is cloaking. AFAIK, they haven't yet developed an algo to determine intent. ;)

If detected, it could get a site banned or penalized, re: Google "Quality Guidlelines [google.com]."
