Strange Behavior by "visitor"?

Is this a "cloak buster?"

I recently began a new project and am puzzled by an entry today. I'd appreciate any opinions on what this "visit" might mean:

It seems to be a human who found a page optimized for "golf tips" at MSN. Probalem is, we've only been at it for about two weeks and aren't even in the top 100 for "golf tips" at MSN (although we're doing quite well for some other phrases).

The site is a mirror (sort of) of optimized pages and all links on each page lead to the orignal site.

If you look at the times closely, it seems that this visitor hit the same page six times, with no time lapse AT ALL (refresh/reload?), between hits, and stayed for more than eighteen minutes.

What the...?

Kind of sounds like it could be a competitor looking to see how you're ranking. Are the pages in the Google cache? Some people do get curious about pages that are ranking but not cached and check at a few search engines - even far down in results.

So, if a page is NOT cahced, what might a competitor do about it?
File a complaint with Google that they "Think" their competitor might be cloaking?
