Simple CMS required

I'm looking for a very simple non-php CMS to allow fast building of several static cloaked sites.

Idea is you insert a kw phrase & some filler text into an admin panel, give the page a filename & a target URL for browsers, and it then goes and creates your cloaked page in a given folder using a template.

(Am with pair.com)
Any clues or suggestions?

If there is somthing that simple then I've yet to hear about it. I like mnoGoSearch.org and a (PHP) custom generator but I'm sure you can work it simiarly in ASP or PERL
