How can I tell if a site is using cloaking?

Is seems a little suspicious

They are using a 1 sec refresh and going to another domain. They have far fewer backlinks on Google and I have many more PR6 and PR7 sites coming in than they do. This is the first time in 9 months someone has taken the #1 spot from us.

Is the site cached on Google? If it is, check the cached version against the non cached, if they match then it is not cloaked.

If it's a meta refresh you may find they list the title from the original page and the content from the target page.
