My guess is that this webmaster uses that URL as a site map. He/she is pointing the SE at it from a link that may be on index.html or default.html There is a fast redirect from those to [ksa.co.uk...] Which is about 55K in size.

Looks to me that they are trying to gain a rankings boost by linking to other related sites, are you a member of the association? If not they may be being a little naughty.
