Web Cloaking -vs- Web Fowarding

Believe it or not, I am new to this whole web home page and creating web businesses industry. My question is: Can someone explain the differences, pro's & con,s of web cloaking -vs- web forwarding???

Cloaking is the process of delivering different versions of the same page to different users. That can be based upon the user location detected from their IP address, via the user Agent, (IE, Netscape, Slurp), or a combination of both.

Web forwarding involves redirecting a user from one url to another. The benefit is that you get to keep a static url/domain name, even if your site changes locations. The downside, is that many search engines won't list anything that is web forwarded.
