workaround to ; separator in url?

i'm using ; instead of & for query string separator.
a.php?id=1;a=2;b=4

this works fine until i use meta refereh
<meta http-equiv="Refresh" content="{$delay}; URL={$url}" />

e.g.:
<meta http-equiv="Refresh" content="3; URL=http://domain.com/a.php?id=1;a=2;b=4" />

only [domain.com...] is used to refresh

browser: ie6xpsp2
any idea?

Try using %3B instead of ;

Why not use &? If you need it in the variables, then use another character and replace it afterwards. BTW, I have a method on my website that takes the whole variables as one string. Makes for easier use of characters, plus you don't need to specify the names, just the values.

using %3B makes:
"id=1;a=2;b" = 4
not "id" = 1 and "a" = 2 and "b" = 4

using & in html should be written as "&amp;" which is troublesome
