i just wanna know what actually this meta do?

<meta name="robots" contents="contents" />

is it a user-define?or it's been inside HTML?
what actually it do?

The meta tag "robots" is used to give search engines information about this specific page. Should it be indexed or not, should links be followed etc. This meta tag is placed in the <head> section of your page.

Information about how Google uses this tag can be found at [google.com ]. Other search engines have similar behavior.
