Problem with centering nav bar

I wonder if anybody can figure out a solution to a problem I am having:
if you look at the page with most resolutions, the nav bar is centered in the column on the left. If you change your resolution to anything smaller than 1024x768 (i.e. 1152x864 - 1280x1024), the nav bar aligns left, even though everything is set
for it to be centered. Any ideas?

...even though everything is set for it to be centered.

How is this done?

Browsers usually do exactly what the mark-up says, rather than what we think it says. So a long, hard look at the HTML/CSS seems to be in order. It's a good idea to begin with the W3C's HTML Validator [validator.w3.org] and CSS Validator [jigsaw.w3.org].
