Search the site there is a lot on this topic, the Alt Attribute.
I would consider it spamming, the Alt Attribute is supposed to help visitors on your website, but others say it isnt, that aside using keywords in the Alt Attribute to do with page content in your site would be beneficial as long as your not flooding it with buzz keywords just to generate traffic and limit the amount of words in it, if a human can see that its spam how much more so can a search engine.

regards,
Mark

This "approach" to SEO was so overdone in years past that you'll find it doesn't get you very far today. Most major search engines feel that anything not visible on the page is not to be trusted very far, and their algorithms reflect that. Even if you find pages doing well on a search with a big bunch of alt attribute stuffing, oddas are that is not the factor that6's creating their success.

And besides that, anyone using an assistive technology and listening to your page will be quite displeased (and likely leave immediately).

the alt ATTRIBUTE is not supposed to be visible unless images are turned off in the browser. AFAIK internet explorer handles this incorrectly and treats it like the title attribute.

I think IE treats the Alt attricute as though it was the Title attricute only if there is not Title attribute. IMO it's always best to use both anyway.
