Let link open page in new framed window.

I am administrating a site which basic design consists of three frames. One menu at the top, a side menu to the left and the "main" pages displayed in the big leftover frame. At this site I have a links page.

When clicking these links, I want a NEW window to open. This window should consist of TWO frames; one thin frame at the top which holds a link leading back home to the original site, and a larger main frame below which holds the linked site. How can this be accomplished? I rather not create a new framed page for EACH link, but instead let the same framed page hold each individual linked site depending which link you click on.

Since there is no guarantee that the popup window will be open a simple taget call is no good.

Why not avoid frames altogether and use an SSI on all popup pages that includes the "Close Window"/"Back to Site" link?

Trying to do this with frames will be quite a hassle...
