How to create a Mozilla compatible toolbar

Is this an option?

I wanted to create a Mozilla compatible toolbar since there is such a wide movement away from IE. I went to Google and typed Mozilla Toolbar, and I wasn't able to find any companies that do this.

Anyone have any ideas?

How about something like this:

It's the documentation for Firefox 0.9+ extensions - I believe there have been changes from the earlier versions.
