Help with p3p validator error

It can't find my policy file!

Used the IBM policy editor to create p3p.xml and policy.p3p files.

I put them in a folder called w3c.

Added header and <link> to p3p.xml.

Ran policy.p3p through validator with no errors.

When I run my web page through validator I get this error,

Step 1-3: Policy URI check
/w3c/p3p.xml has some warnings or errors.
Error: The target document does NOT include an appropriate element for the P3P policy indicated at line 3
P3P policy for h*tp://example.com/ is [h*tp://example.com/w3c/policy.p3p#policy]

Any ideas?
