W3C Recommendations
W3C produces what are known as "Recommendations [w3.org]". These are specifications, developed by W3C working groups, and then reviewed by Members of the Consortium. A W3C Recommendation indicates that consensus has been reached among the Consortium Members that a specification is appropriate for widespread use.
How can i compare and contrast the differences in the process of drafting an IETF standard vs.a W3C recommendation.
And which standards(IETF or W3C) can participate in which phases of the process?
And which technologies are appropriate for which standards (IETF or W3C) body, and what is the policy toward intellectual property rights (patents) in the standards.
Can someone answer me! Please!
The answers are in the two documents Coopster linked to. If you read them, the answers will become self evident. I would answer more fully but I am not familiar witht he IETF document.

Itelectual property rights are discussed in section 10 of the IETF document and section 4 of the W3C page.
