Making a browser specific web app

I am creating a web application for an industry. It will have a client side app and a web portion also. I have been down the road of making IE apps and having people have version bugs that become a support nightmare. I was thinking of making people who use the app use Opera. Since it is not used commonly here, and would probably never have been heard of in this specific industry, I would have clean installs with the version I want them to have. Does anyone know any negatives associated with doing this?

One - it might make it easier for people in the organisation to enjoyably browse the internet and therefore reduce productivity. :)

But seriously - I've heard of browser specific web app using IE's "unique" features to make good-looking graphic heavy UI's etc but I've not seen any for Opera. You might be reaching into territory where none have gone before - so you might find that if you hit a wall, no one will be able to help you. This isn't my area of expertise though, so I might just be completely wrong.

Is there a strong dev. community for this kind of thing in Opera? You might want to check it out first.
