SGML code for a bullet

If I use the ASCII code for a bullet, &_#_149_; ,the W3C validator complains about a non-SGML character. If I use &_bull_; ,Netscape 4.7 throws a wobbler & won't display the bullets.Any ideas?

The decimal version usually works: & #8226 ;

Most of the codes from ‚ to at least   are not usable in SGML documents.

Microsoft smart quotes and the tilde often catch people out (especially those using M$ software).
