IE6 keeps "breaking" and then fixing itself

I can't figure this one out. Ever since I reformatted this machine and reinstalled all the programs, my newly installed Explorer 6 keeps breaking.

When it's broken, it will not get any external files - no CSS, no Javascript -- not even images. So I get these unstyled HTML 2 pages which are pretty useless, especially when it comes to testing client sites.

Even full power-down/power-on reboot doesn't fix it. But somewhere in the mix of things it eventually starts working fine again for a while. And then it breaks again.

Has anyone ever seen this behavior? Any clues?

But surely a large number of sites simply don't use Photoshop? I've come across The Gimp, Paint Shop Pro is also common. But if you are right, it's the breakthrough we've all been waiting for!

I have wondered if it is also a timing problem. I've noticed in Mozilla some sites appear as if the images were not going to load (just like the IE6 bug) but after a couple of seconds, they eventually appear. Perhaps IE6 does not allow enough time before saying 'Sorry, I can't download these images - I'm not even going to try'. So it just 'gives up'.
