I guess I'll be the first to say it doesn't matter much what the whole web is using, it matters what your target audience is using. That target audience may hunger for the newest and flashiest technology, or on the flip side it may be limited to obscure or obsolescing technology.

It's the W3Schools - pretty high volume site, and a slightly more "techie" user base than mainstream.

You might also consider the specific implementation of the browsers, such as AOL and IE. Some things are handled quite differently (such as window resizing on pop-ups, .art vs .gif, etc.) which might be annoying to your target audience.
