It's a Miva file - a proprietary database structure that people use on shopping cart sites.

Yes,
.mv pages are indexed by all the search engines.
It does not really have to do with the Miva Merchant shopping cart but it is the Miva scripting language and can be used to cloak, call (like with ssi),create data bases in the old DBF format and many many different things.
