Can I create a new toolbar in IE6?

I've just spent some time digging around WebmasterWorld and came across this post [webmasterworld.com] by EliteWeb. He uses the links toolbar in IE to have links to all the search engine submission pages.

I already use my links toolbar for something else, however, I would like to create another toolbar with links to the search engine submission pages which can be switched on and off.

Does anyone know how I create another toolbar?

Thanks for the help tedster, however, I'm not looking to use webcontrols. I wish this to be a permanent feature (similar to the Google Toolbar or less complex like the links bar).

I put folders in my links toolbar. You can put folders within folders if you want. I put my most commonly used links there. It's faster than navigating the maze that my Favorites folder has become.

There are companies who design toolbars. I think you can pay a few bucks to have them made. Once you buy your first one im sure you can engeneer it to do whatever you want. I did a search on google for toolbar ;)
