Fireworks is a graphics programme and the images that it creates can be sliced up and put into a HTML page. Fireworks can export this all for you (although a lot of people don't use it in this way) but there are two things that you need to look at with your problem:
Firstly, the use of text slices for export (slices can be exported a different graphic formats or as text, which means that FW puts a placeholder cell in for you to fill with text later).
Secondly, the use of background images, if you wish to have a flexible design either vertically or horizontally. Search for "flexible design" in the design newsgroups and you should find links to some good tutorials.
