Does this mean it will use the cache version rather than going to the server, i cannot seem to prevent it accessing the server each time for images

Who is "it" supposed to be? Robot or browser?

Anyway, that META value was intended to tell search engines how often they were allowed to visit a page. The only engine I know of to ever use it was SearchBC, but even they don't use it now. That tag is completely worthless.

Very old tag... think it's only used for completness or through force of habbit. save your page size my removing it. Search engines crawl when they are scheduled to, not when a site specifies it.

Consider this: with all of the regular spider activity, having as many text links as possible, spread out over a wide range of sources, your site is going to be crawled and crawled and crawled! ;)

Text links, good solid coding practices matched with real content will do wonders. Keep adding new content, update the old when applicable and you will do fine.

Use headings, descriptive links, alt tags for all of your images, title tags for summary description of key elements and sections and forget about <meta revisit>. You will have plenty of "little spider" visitors!
