Though sIFR may be considered as a new devlopment tool for the flash designers and the SEO's but shall it not be considered as a SPAM tool? It afterall shows different versions to crawlers and the users?

If you are using sIFR as intended then you are showing the exact same text to bots and humans, just that the human visitors get the text is a different font or style. So sIFR in itself is not spamming, but it may be used to spam - in the same way that CSS, Javascript or font tags can be used to replace or hide text.
