Can a tool bar block html target="_blank"?

Only plain HTML- no javascript

As far as I know the tool bar pop up blockers only react if the new window is opened using javascript.

If the html code is

<a href="example.html" target="_blank">Click Me</A>

The window should still open regardless of the pop up blocker.

Has this changed?

As for IE 6, Opera 8 and NIS 2006 its still the same; they dont block target="_blank".
