E-Flyer using html

Hello All, i have a simple question.

My company has 30 employers, and they want me to come up with a template that each person can use in their own email. They want it to be in html so pictures wil show up. I need to make 30 pages for each person, and i want to know if i can just make an html code for each person and they can post it into their email program like hotmail or gmail.

I have tried gmail but it doesnt work. Does each person need to get a mass email sending program, or can they do it through gmail, yahoo and hotmail?

You could do this in Outlook/Outlook Express as a stationery or in Thunderbird as a template, but I don't think you will do in gmail or hotmail.
