Why all in html?

Is there an engine at background to generate html files?

Hello Everyone, just out of my curiousity.
All the pages of threads on webmasterworld.com
are htmls. Aren't they supposed to be dynamic?

I guess there is some code to generate new html file once the thread gets updated.

I am just wondering what the name of this technique is?

I see these html things all the time, especially on busy sites. It eases the server from running code all the time, as there are more readers than posters.

Does my assumption make any sense? or would you please get me a link so that I can dig out more about dynamically generation of html.
