This is not an error I've seen before, and I don't think there's a particular setting which controls this (you can edit the window title part in the registry but not the page title display). I suspect it may be a sign of some malware or virus on your system.
I have reinstalled GDS and it is still fine - I have not reinstalled the Notifier as I don't use it anymore.
I have no other browsers installed or anything other than Yahoo messanger on my system right now.
It's most likely a problem in the SP2 as I am also having the problem on my laptop as well. It does not affect browsing but is an annoyance.

1. Click "Start", click "Run", type "inetcpl.cpl" and then press "Enter".
2. Click "Delete Cookies" and click "OK" when prompted to confirm.
3. Click "Delete Files" and click "OK" to confirm.
4. Click "Clear History" and select "Yes" to confirm.
5. Click "Settings", and then click "View Files". Delete all files in this folder.
6. In the Settings window, click "View Objects". Delete all the objects in this folder. If some objects cannot be deleted, please restart the computer and try again.
7. Switch to the "Security" tab, select "Internet" and click "Default Level" if it is not grayed out.
8. Clear the "Trusted sites" and "Restricted sites".
9. Switch to the "Privacy tab", click "Default" if it is not grayed out.
10. Switch to the "Content" tab, click "AutoComplete". Clear Forms and Passwords.
11. Switch to the "Advanced" tab, click the "Restore Defaults" button and then deselect "Enable third-party browser extensions".
That cost $35.00 and worth every cent! I also removed MS Business Contact Manager, All add in tool bars and installed FireFox 1.5.0.1 with a slick skin. I have to test pages with IE but my main browser is Mozzilla 1.8b and Minimo.
FYI: My problem started when I downloaded Adobe Reader 7.x and it INSTALL the kitchen sink without asking! After I removed the Yahoo tool bar and Adobe Photo what ever it was is when I noticed the 1 letter page titles.
