Frames and meta tags

If you are using frames, is it wise to put the meta tags in each frame?

I am developing a site using frames (not out of my own choice, although I will be removing them soon) and am about to place the meta tags on the pages. 3 of the frames do not change at all, and one holds the main content. Should I put meta tags in the 3 static frames as well as the main content pages?

Meta description and meta keywords should relate to the page they're put on. I assume that there isn't much real content on the static pages in your frameset, so description and keywords don't make much sense.

Also, you probably don't want the static pages to be indexed, so maybe a meta "noindex,follow" would be the best.
